UN Bhutan: Annual Horizon Scan 2025

The 2025 Annual Horizon Scan complements the UN’s Common Country Analysis by highlighting key shifts in Bhutan since 2023. This edition focuses on the country’s demographic challenges, particularly rapid outmigration after COVID-19. In the absence of new national data, the UN Country Team conducted its own demographic modelling, presenting fresh insights and forward-looking implications.

The report explores how these changes affect Bhutan’s development path and offers policy suggestions to support a smooth demographic transition. Developed with inputs from UN agencies, government partners, and validated through national consultations, it continues the Horizon Scan’s role as a strategic guidance tool. The UN remains fully committed to supporting Bhutan in achieving the SDGs.
